Pavia is a provincial capital of the Lombardy Region, with a population of about 70,000 inhabitants. The law of the Region of Lombardy (April 4, 2012 n. 6) regulates the transport sector and sets out the functions assigned to municipalities. These functions include planning, regulation and control of the services of local public transport, roads and the development of sustainable and innovative forms of mobility . In terms of mobility, the City Council approved the Urban Traffic Plan (PUT) in 1998, and approved the Urban Mobility Plan (PUM) in 2007 and finally it has an Urban Plan of Parking (PUP).

    The project includes a training package and integrated technical support that includes: customized training; sharing of know-how and experience at national and international level; professional assistance in the structuring of Sustainable Urban Mobility Plans (PUMS); promotion of the participating cities.

    The project includes the following services to the city: Web of Data (integrates all data on public transport and includes the classification of services and access to data related to mobility); Short Term Forecast (forecast / simulate short-term traffic and mobility in a given area of transport); Long Term Forecast (simulation of the impact of changes to the road and urban traffic and mobility); Mobility Patterns; Emergency Service Planner (traffic management planning to tackle unexpected events and emergencies); Noise Pollution & Forecast (time-series analysis and simulation of the levels of pollution and noise)

Status of the Sustainable Urban Mobility Plan

Pavia intends to adopt a Sustainable Urban Mobility Plan (PUMS) in collaboration with other cities, as envisaged in the BUMP project.
