Daugavpils is a city in southeastern Latvia, located on the banks of the Daugava River, from which the city gets its name. Daugavpils literally means "Daugava Castle". Daugavpils is the second largest city in the country after the capital Riga, which is located some 230 km to its north-west. Daugavpils has a favorable geographical position as it borders Belarus and Lithuania (distances of 33 and 25 km respectively). It is located some 120 km from the Latvian border with Russia. Daugavpils is a major railway junction and industrial centre.
The favourable geographical location is still the most important factor for development of the city. There are several great metal-processing enterprises in Daugavpils, food production and light industries are well developed as well. Small and medium-sized businesses are actively participating in the economy of the city. Due to Daugavpils University, the Theatre (renovated in 1988) and a variety of national cultural societies, Daugavpils have become a significant centre of culture and education in Latgale.

Status of the Sustainable Urban Mobility Plan

The main aim of transport development issues in the Long-Term Sustainable Development Strategy of Daugavpils up to 2030 is “high internal and external mobility”. There is set out guidelines and priorities of transport infrastructure development below this aim.
Sustainable urban transport and infrastructure is one of the priorities stated in the city’s Development Programme. Under this priority, three most important targets were selected: to improve attainability of the city and integration of transport system into the TEN-T, to improve public transport and provide a high quality of urban transport infrastructure.
It is planned to create public transport system of high quality as a competitive alternative transport mode to private cars for all social groups. The high quality standard of public transport means a high level of comfort, accessibility, security, real-time information, integrated transport and ticketing system.
The city of Daugavpils has begun systematic improvement works of public transport system. There are 6,2 km of tram line reconstructed and 12 new trams are purchased in the period of 2007-2013.  The municipality intends to continue work on the tram infrastructure improvement in order to increase passenger comfort level and thereby promote environmentally friendly public transport. Sustainable developed public transport infrastructure system is one of the prerequisites for an attractive living and working environment in Daugavpils.
The city residents and tourists are in favour of cycling more and more, but the cycling infrastructure is not yet fully established. In the near future, it is planned to develop the concept of Daugavpils City cycling network development including the set of three main components: infrastructure, information and education.
